Mumbai hosts rival Dussehra rallies on Tuesday evening for the fifth year since the party split. Eknath Shinde's Shiv Sena gathers at NESCO in Goregaon with no cultural programme and a drought relief pitch; Uddhav Thackeray's holds the ground at Shivaji Park.

Mumbai spends Dussehra evening the way it has every year since the Shiv Sena split in two: at two rallies, a few kilometres apart, each claiming to be the real thing. On Tuesday Deputy Chief Minister Eknath Shinde's party gathers at the NESCO Exhibition Centre in Goregaon. Uddhav Thackeray's Shiv Sena (UBT) holds the ground it has held since 1966, Shivaji Park in Dadar.
The difference this year is in the tone. Shinde's rally has been stripped of its cultural programme, a decision his party ties to the drought across parts of Maharashtra, and dedicated to the farmers hit by it. The plan is for direct speeches and an event that ends within two and a half hours.
Shinde has told his workers to spend the festival visiting the homes of drought-affected families rather than travelling to Mumbai to fill the hall. For a party whose rallies have always been measured by the size of the crowd, that is an unusual instruction.
In the run-up the party announced that bicycles and sewing machines would be given to families in the affected districts before Diwali, along with festive welfare kits, and Shinde is expected to use the stage to announce a state-level assistance programme for farmers. The rally's organisers have described it as a pledge of a brighter Diwali for households that have had a poor monsoon and a worse harvest.
The drought is real and recent. A monsoon that failed in stretches of Marathwada and western Maharashtra left reservoirs low and the kharif crop short, and the state's relief machinery has been the opposition's favourite target through the autumn. A ruling party that holds its biggest rally of the year while villages wait for water tankers invites the obvious question, and Shinde's answer is to make the rally about them.
The politics will not be far behind. The rally is the party's one big platform of the year to answer the Thackeray camp and to list what the Mahayuti government, in which Shinde serves under Chief Minister Devendra Fadnavis, says it has delivered. Who he targets, and how hard, is what the evening will be read for. His own line on the split has never softened. He has reminded audiences more than once that he brought down a government in 2022 and should not be taken lightly.
Across the city, Thackeray's rally keeps the older ritual. Shivaji Park is where Bal Thackeray addressed the first Dussehra gathering sixty years ago, and the party's founder spoke there every year until his death. After the split in June 2022, when Shinde led a majority of the party's legislators out of Thackeray's government and into one with the BJP, the first fight was over who could use the ground on this day. The Thackeray faction won it in court and has not let go.
The contest is about legacy as much as policy. Shinde's party holds the Shiv Sena name and the bow-and-arrow symbol, awarded to it by the Election Commission in 2023. Thackeray's holds the founder's house, the founder's son and the founder's park. The assembly election of 2024 returned the Shinde side with more seats and a place in government, and left the Thackeray side with a grievance it has nursed since. Both will tell their audiences on Tuesday that the other is a copy.
Shinde's own year has had its awkward passages. He was chief minister for two and a half years after the split, and in December 2024, after weeks of public suspense, took the oath as deputy to Fadnavis, the man who had been his deputy before. Reports of friction between the two have surfaced at intervals since, and each time Shinde has answered with a version of the same line: he is not to be taken lightly. A Dussehra speech that praises the government he sits in while reminding it who delivered the numbers would be entirely in character.
There is a smaller mirror inside each rally. Shinde's is in a convention hall, ticketed by invitation, and ends on a clock. Thackeray's is in the open, on grass, and runs as long as the speeches do. One is a government party showing discipline; the other is an opposition party showing it can still fill a park.
Three things will decide how the evening is scored.
The first is what Shinde offers the farmers beyond bicycles. A relief package with a number attached would travel; a promise would not. The second is whether he answers Thackeray directly or leaves that to his deputies. A rally framed around drought gives him a reason to stay above the fight if he wants one. The third is turnout. A leader who has asked his own workers not to come has handed the opposition an easy comparison, and the pictures from Goregaon and Dadar will sit side by side on every screen by nightfall.
For the drought-hit districts the rally's real test comes later, when the kits and the machines are handed out and the assistance scheme, if it is announced, reaches a village office. Dussehra is the festival of victory over the demon king. In Mumbai's politics it has become the festival of two parties each declaring victory over the other, and this year the farmers are the audience both are playing to.
