Delhi announced a pay revision for about 4,000 MCD public health workers, including an ₹18,000 salary and dearness allowance, at an event on Friday. The move is expected to cost ₹52 crore, as central employees still await the July 2026 DA decision.

About 4,000 public health workers with the Delhi Municipal Corporation (MCD) are set to get a revised pay package that includes an ₹18,000 salary and dearness allowance, after an announcement made public at an event in the capital on Friday.
The decision, announced by Delhi Chief Minister Rekha Gupta, is expected to cost the exchequer ₹52 crore. Officials said the proposal had been flagged in the previous budget and was later moved for the chief minister’s approval.
For many workers, the headline number is straightforward: ₹18,000 a month. The more consequential shift is what sits alongside it. The government says the workers will now receive dearness allowance as part of a pay revision framed around the principle of “equal pay for equal work”.
The announcement comes days before Diwali, a period when pay-related decisions often draw extra attention from employees and unions across the public sector.
The pay revision applies to public health workers employed with the MCD, and officials have put the number of beneficiaries at around 4,000.
At Friday’s event, Gupta linked the decision to the long service of employees in public health roles. “It is our duty to care for the thousands of employees who serve Delhi,” she said, as per a statement issued by the mayor’s office.
The mayor’s office also said the move recognises the contribution of employees who have worked for decades in public health. The government presented the change as a welfare measure and a correction of long-pending disparities.
While the announcement refers to dearness allowance being extended to these workers, the government has not, in the material available, specified the DA rate that will apply, when the revised wages will start reflecting in payslips, or how any past period will be handled.
The development sits alongside other staffing moves at the civic body. The mayor also announced the recruitment of 2,500 sanitation workers ahead of Diwali.
Dearness allowance is an inflation-linked component of pay used across government employment to soften the impact of rising prices. For central government employees, DA is calculated as a percentage of basic pay under the 7th Central Pay Commission structure.
The Centre revises DA twice a year, with changes effective from January 1 and July 1. In practice, the January revision is commonly announced in March or April, and the July revision is often announced in October.
The most recent confirmed central revision this year was approved by the Union Cabinet on April 18, 2026, raising DA by two percentage points from 58% to 60% of basic pay or pension, effective January 1, 2026.
That has left central government employees and pensioners awaiting the July 2026 revision. Reports in recent days have pointed to possible outcomes ranging from a 1% to 3% rise, with the upper end implying a move from 60% to 63%.
For an employee on the minimum basic pay of ₹18,000 a month (Level 1 under the 7th Pay Commission), a shift from 60% to 63% would lift DA to ₹11,340 a month. That is an increase of ₹540 a month over the 60% rate.
Even when the percentage change looks small, the rupee impact matters to households because DA is a monthly payment and because revisions are typically applied from the effective date, creating arrears for the intervening months. Hikes effective from July are often approved and disbursed around the festival season, with arrears credited later.
State governments, separately, also revise dearness allowance or dearness relief for their own employees and pensioners. In Himachal Pradesh, the chief minister announced a 5% increase in DA for state government employees on Friday.
In Delhi, the immediate question for MCD workers is implementation. Announcements set expectations, but workers will be looking for the administrative orders that define eligibility, the DA rate, and the date from which revised pay becomes payable.
At the national level, the July 2026 DA revision for central government employees remains awaited. Any increase will depend on the rate ultimately approved, along with decisions on the timing of arrears and the disbursal schedule.
The DA discussion is also running alongside broader demands on government pay structures. Employee unions have been pushing for changes that go beyond twice-yearly DA adjustments, including calls around an 8th Pay Commission, a revised salary structure, and a new fitment factor. Recent consultations linked to the 8th Pay Commission have concluded in Mumbai, but the government has not yet announced the fitment factor, the revised structure, or a report timeline.
For employees, these threads connect. DA offers near-term relief tied to inflation, while a pay commission reshapes the base pay on which DA is calculated. That is why even a modest DA move can be closely tracked, and why announcements like the MCD’s ₹18,000 wage and DA package quickly spill into wider conversations about pay parity, minimum pay, and the cost of living.
